Planning Service-GASB 45 (Fiscal Impact Analysis)
The service will monitor the financial economic impact of Governmental Accounting Standards Board (GASB) Statement 45 regarding Other Post Employment Benefit (OPEB) cost data on component school districts and the BOCES.
Service Plan: Needs Which the Service will Meet
Orange-Ulster BOCES will coordinate the collection and organization of OPEB cost data. The BOCES will monitor and analyze the fiscal impact of this cost and related liability on both a regional and component specific basis. In addition, Orange-Ulster BOCES will assist components in planning both short and long term strategies to fund the OPEB liability.
Role of BOCES Staff in Providing Service-Describe Specific Tasks/Activities
The School Support Service Division will have primary responsibility for coordinating this planning service. BOCES staff will collect and organize the OPEB data. The BOCES will also serve as the lead agency with the actuarial consultant. BOCES staff will monitor and analyze the fiscal impact of the OPEB cost and related liability and will assist components in planning both short and long term strategies to fund the liability.
