COMPREHENSIVE PUBLIC SCHOOL SAFETY PROGRAM (Rescue Bill) TIMELINE

NEW REQUIREMENTS UNDER SECTION 408B

 

The New York Regents approved amendments and additions to Part 155 of the Commissioner's Regulations that became effective on October 7, 1999 are highlighted as follows:

Due Date

 

By 11/15/2000

Building Condition Surveys completed or Waiver approved by Licensed Architect or Engineer.

By Fall 2001

School Facility Report Cards completed by school district personnel.   Note: Date not yet set by SED.

By 1/15/2001

Building Condition Surveys submitted to SED by school district personnel.  Form available at State Education Office of Facilities website http://www.emsc.nysed.gov/facplan/ with password.

By 7/1/2001

Five Year Capital Plans completed by school district personnel and updated every year thereafter.  Submitted to SED upon the request of the Commissioner.

By 11/15/2002,
2003 & 2004

Annual Building Inspections completed by school district personnel and Orange/Ulster BOCES Health and Safety Department as in past years.

The local school district health and safety committees must monitor construction and maintenance, track and investigate complaints.

 

School boards are required to approve a five-year capital plan.  School boards are required to review the building inspection reports annually after review by the school district based health and safety committee.

 

 


CHECKLIST OF ITEMS UNDER NEW REQUIREMENTS OF SECTION 408-B
  • Location of all exits
  • Barriers, gates, or other impediments that may affect exiting or access
  • Hazard areas such as chemical storage, flammable storage, maintenance areas, chemistry labs, etc.
  • Confined spaces
  • Utility shut-offs for electric, gas, etc.
  • Remote shut-offs for labs, kitchens, etc.
  • Fire alarm panel and any annunciator panels
  • Location of the fire department connections for standpipe and/or sprinkler systems
  • Any installed fire protection systems and their locations such as hood suppression systems, computer room systems, auditorium/stage sprinkers, etc.
  • Fire hydrant locations
  • Underground gas pipelines, underground storage tanks, etc.
