This BOCES service is based on two major components: an instructional component and a technology component. Both of these will rely heavily on a staff development component that will be provided through the Model Schools Co-Ser. All components will be offered in accordance with the Service Delivery Standards agreement, which each participating district will sign and commit to.
Operationally the service will be provided through a Base Service. This will include the provision of a BOCES staff person who will have oversight of the service. A committee will be formed and chaired by the BOCES staff person. This committee, the BOCES Instructional Technology Committee (BITC), will develop a Regional Instructional Technology Plan to provide for the coordinated, consistent operation of the service. The regional plan will contain the Common Learning Objectives (CLO) for the project developed by the BITC.
The Plan will also incorporate the instructional technology needed. as per the New York State Learning Standards. This part of the plan will ensure open systems, inter-operability and interconnection of technology. The BITC, in cooperation with the RIC, will establish hardware and support service standards to insure the use of the most appropriate technology at the lowest prices. All purchases of hardware, software, and support services will be done in compliance with these standards. The BOCES will assist districts in complying with these standards by assessing the technology needs of the respective buildings, including equipment and networking specifications.
The BOCES will also conduct site visits to assess building needs and develop blueprints if necessary. The Orange-Ulster BOCES will be responsible for the installation and maintenance of the networks, hardware, and software needed to share the instruction and management of the CLO's between classrooms, building, and districts.
The BOCES staff will work with the local district to develop Local Instructional Technology Plans, which are consistent with the regional plan and the RIC 793 plans. Implementation of the local plans will be coordinated through the BOCES and all equipment will remain the property of the BOCES.
Districts will also commit to spending at least one dollar on staff development for every five dollars spent on technology. Staff development will be provided through the Model Schools Co-Ser. This staff development will include skills in integrating technology in instruction, training in software applications, and information management systems.
This service is available to any component district upon application and concurrent with membership in the BOCES Model School Program.
